The crucial elections for the 243-member Bihar Legislative Assembly will be conducted in two phases, with polling dates set for November 6 and November 11, 2025. The counting of votes, which will determine the composition of the new assembly, is scheduled for November 14, 2025.
Chief Election Commissioner Gyanesh Kumar, who assumed office on February 19, 2025, made the announcement, highlighting the ECI's preparedness for the electoral exercise.
Key Dates and Electoral Process
The first phase of polling on November 6 will cover 121 assembly constituencies, while the second phase on November 11 will see voting in the remaining 122 constituencies. The notification for the first phase is slated for October 10, 2025, with the last date for filing nominations on October 17, 2025. For the second phase, the notification will be issued on October 13, 2025, and nominations can be filed until October 20, 2025.
With the announcement of the election schedule, the Model Code of Conduct has immediately come into force across the state of Bihar, ensuring a level playing field for all political parties and candidates.
Voter Participation and Security Measures
A total of over 7.42 crore electors are eligible to cast their votes in the upcoming elections. The ECI has outlined extensive arrangements to facilitate a free, fair, and transparent election. These measures include:
- Deployment of Central Armed Police Forces (CAPF) to ensure law and order.
- Webcasting from all polling stations for enhanced monitoring.
- Special provisions, such as ramps and wheelchairs, to make polling booths accessible.
The term of the current 243-member Bihar Assembly is set to conclude on November 22, 2025.
Political Landscape
The elections are anticipated to witness a significant contest between the ruling National Democratic Alliance (NDA), which includes parties like the Bharatiya Janata Party (BJP) and Janata Dal (United) (JD(U)), and the opposition Mahagathbandhan (INDIA bloc), comprising the Rashtriya Janata Dal (RJD), Indian National Congress (INC), and various Left parties. Currently, the NDA holds 131 seats in the assembly, while the Mahagathbandhan accounts for 111 seats.
