UN and Azerbaijan Advance Discussions for 2026-2030 Cooperation Program

New Cooperation Framework on the Horizon

The United Nations and Azerbaijan are in advanced discussions to establish a new cooperation program spanning from 2026 to 2030. This upcoming framework is set to prioritize key areas including climate action, climate justice, green economy, and youth participation. The potential signing of this significant document was announced by Vladanka Andreeva, the UN Resident Coordinator in Azerbaijan, during the Baku Climate Action Week (BCAW2025).

Ms. Andreeva expressed optimism that the program would be formally signed on October 24, coinciding with United Nations Day. She emphasized that the primary objective is to evolve current initiatives into a robust new framework for collaboration.

Building on Established Partnerships

This prospective 2026-2030 cooperation program will build upon the foundation of the existing UN Sustainable Development Cooperation Framework (UNSDCF) for 2021-2025. The current framework already includes protecting the environment and addressing climate change as a strategic priority. To facilitate the development of the new framework, a multi-stakeholder Strategic Prioritization Workshop was held in Baku on January 31, 2025. This workshop brought together over 150 representatives from the Government, the UN Country Team, civil society organizations, youth groups, academia, the private sector, and various development partners to discuss areas where the UN can best contribute to Azerbaijan's national development priorities and accelerate progress towards the Sustainable Development Goals (SDGs).

Azerbaijan's Commitment to Sustainable Development and Youth Engagement

Azerbaijan has consistently demonstrated its commitment to the 2030 Agenda for Sustainable Development and actively supports global initiatives, including its role as host of COP29. The nation has set ambitious environmental targets, aiming to reduce greenhouse gas emissions by 40% by 2050 and increase its renewable power capacity to 30% by 2030. The focus on youth participation in the new cooperation program aligns with Azerbaijan's broader efforts, such as signing the Declaration on Children, Youth and Climate Action at COP29. The UN, both globally and in Azerbaijan, is dedicated to supporting youth leadership and amplifying young voices to ensure their integral role in shaping a sustainable, green, and just future.

The anticipated signing of the 2026-2030 cooperation program underscores the ongoing partnership between the United Nations and Azerbaijan in driving sustainable development and addressing global challenges.
