Historic Launch for Women's Empowerment
Prime Minister Narendra Modi officially launched Bihar's Mukhyamantri Mahila Rojgar Yojana on Friday, September 26, 2025, via video conferencing from Delhi. The initiative marks a significant step towards women's empowerment and self-reliance in the state of Bihar. During the launch, PM Modi directly transferred the first installment of ₹10,000 into the bank accounts of 75 lakh (7.5 million) women beneficiaries, totaling an immediate disbursement of ₹7,500 crore.
The event was virtually attended by Bihar Chief Minister Nitish Kumar, Deputy Chief Minister Samrat Choudhary, other state ministers, and a large number of women beneficiaries from Patna.
Scheme Objectives and Financial Support
The Mukhyamantri Mahila Rojgar Yojana, an initiative of the Government of Bihar, aims to foster economic independence and social empowerment among women by promoting self-employment and livelihood opportunities. The scheme is designed to make women 'Aatmanirbhar' (self-reliant) and reduce unemployment and migration within the state.
Key features of the financial assistance include:
- An initial grant of ₹10,000 provided through Direct Benefit Transfer (DBT) to one eligible woman from each family.
- Provision for additional financial support of up to ₹2 lakh in subsequent phases, contingent on the success and assessment of the enterprise.
Eligibility and Supported Ventures
To be eligible for the scheme, applicants must be permanent residents of Bihar, fall within the age bracket of 18 to 60 years, and neither they nor their spouse should be an income tax payer or in government service. The scheme primarily targets women associated with Self-Help Groups (SHGs), such as those linked with the JEEViKA network, to ensure community-driven implementation and support.
The assistance can be utilized for a wide array of self-employment activities, including:
- Agriculture and animal husbandry
- Handicrafts, tailoring, and weaving
- Establishing small-scale enterprises, grocery shops, or businesses selling utensils, cosmetics, toys, and stationery.
Broader Impact and Context
Prime Minister Modi highlighted the scheme's alignment with the Central Government's broader 'Lakhpati Didi' campaign, which aims to create 3 crore (30 million) self-reliant women across India. He also underscored the role of the Jan Dhan Yojana in enabling direct and transparent fund transfers, preventing leakages. The launch, coinciding with the auspicious occasion of Navratri, also comes ahead of the upcoming assembly elections in Bihar.
