Initial Registrations and First Round of Reductions

The process began with seventeen political parties initially applying to the Central Election Commission for registration to contest the local elections. Following a review of applications and accompanying documentation, the CEC initially registered fourteen parties. Three parties—'Third Road', 'Party of Georgian Unity and Development', and 'Alliance of Democrats'—were rejected during this initial phase for failing to meet legal requirements.

Further Consolidations Lead to Final Number

The number of participating parties was further reduced from fourteen to twelve. This subsequent reduction occurred because two parties, 'Georgians' Unity' (ballot number 4) and 'Left-Wing Alliance' (ballot number 10), had their registrations revoked by the CEC. The official reason provided for their disqualification was their failure to field complete party lists and majoritarian candidates as required by electoral regulations. All twelve remaining parties have successfully presented their lists for the Tbilisi City Municipal Assembly (Sakrebulo), and nine candidates have been registered for the Tbilisi mayoral race.

The current number of twelve parties is significantly lower than in previous elections, being nearly four times fewer than the 43 parties that participated in the 2021 municipal vote. The upcoming elections are also described as 'partly boycotted', with nine opposition parties, including the 'United National Movement' and the 'Coalition for Change', having announced their intention to boycott the vote.
