AN Shamseer, the Speaker of the Kerala Legislative Assembly, recently commented on the issue of custodial torture in the state, asserting that it is significantly lower than in other regions of India. His remarks followed reports of alleged torture inflicted on Youth Congress leader Sujith V at the Kunnamkulam Police Station, where he was reportedly abused after standing up for friends being harassed by police. Shamseer stated that in a responsible society, abuse of power by law enforcement should never be condoned, and he assured that any wrongdoing by police personnel would lead to appropriate governmental action.
Furthermore, Shamseer expressed frustration over the Kerala Governor's refusal to assent to various legislative bills, indicating that such actions undermine the principles of a healthy democracy. He highlighted that the upcoming 14th session of the 15th Kerala Legislative Assembly, set to run from September 15 to October 10, 2025, is primarily focused on delivering new laws, with adequate time allocated for private member bills. The Assembly, since its establishment four years ago, has passed 137 bills and showcases a commitment to regular sessions, averaging around 50 days annually, which sets a precedent for other states.
During the session, important legislation will be addressed, including amendments to the Kerala General Sales Tax, the Kerala Societies Registration Bill, and updates to the Kerala Guruvayur Devaswom regulations, among others. Shamseer reiterated the Assembly's role in drafting laws aimed at benefiting citizens, while lamenting the lack of cooperation from the Governor regarding bill approvals.
