The Tokyo Metropolitan Police Department (MPD) released a report on false charges against Ohkawara Kakohki Co., revealing flawed reporting and leadership. The report criticized senior officials in the Public Security Bureau and announced measures to prevent recurrence, including a new investigation meeting.
MPD Superintendent General Yuji Sakoda publicly apologized. Executives were arrested in 2020 for alleged illegal exports, but charges were dropped in 2021.
A review team found issues with supervision, superficial reports to senior officials, and failure to consider contrary evidence. The Ministry of Economy, Trade and Industry disagreed with the police's interpretation of export regulations.
The report concluded that the investigative command system was dysfunctional. New measures include a department head meeting and a public security investigation supervision office.
The indictment against the executives was dropped, and a court ruled the investigation illegal. The Supreme Public Prosecutors Office is also expected to release findings.
