The southern region of Guangxi Zhuang is preparing for the impact of Typhoon Wipha, which has been downgraded to a tropical storm as of Monday morning. Currently situated over the Beibu Gulf, the storm is tracking west-southwest at speeds of 10 to 15 kilometers per hour and is projected to intensify before it reaches the northern shores of Vietnam on Tuesday.
In response to the approaching storm, the Guangxi Meteorological Observatory has issued a Level III typhoon alert, which denotes a serious threat within the emergency response framework. Anticipated weather conditions over the next couple of days include heavy rains and thunderstorms, particularly in areas such as Fangchenggang and Beihai, where strong winds and sudden gales may occur.
As of late Sunday into Monday, Wipha has already unleashed significant rainfall across the eastern and southern parts of Guangxi, with Nalin town in Bobai county experiencing the most severe downpour at 207.3 mm. The meteorological authorities warn that more of this intense weather is on the horizon.

Government spending on emergency response is a waste. It never really changes anything.

Level III alert? Sounds like a regular Tuesday in rainy season. Nothing to see here folks.

207.3 mm of rain? That's nothing compared to what we usually get. Dramatic much?
