Unfortunately, you cannot withdraw Twei at level 21. This option is available from level 25 only.

There are two criteria you should meet to complete LVL 21: XP + Required Quest.

1. 8,314 XP. You just need to have at least 8,314 XP to complete LVL 21. No matter if you are earning or spending money, your XP is always rising.
